Minutes of Llanfair community council meeting held in the village hall, Llanfair at 7.30 p.M. On 05.06.24

PRESENT

Cllrs. Eurig Hughes (Chairman), Russell  Sharp (Vice Chairman), Robert G. Owen, DavidJ. Roberts , Mair Thomas, Osian Edwards, Guy Slater and Cllrs. Annwen Hughes andGwynfor Owen (Gwynedd Council).

 

MINUTES

The minutes of the meeting held on April 10th 2024 were found to be correct.

 

MATTERS ARISING

Election of Officers for the year 2024/25:-

Chairman:-         Cllr. Eurig Hughes

Vice Chairman:- Cllr. Russell Sharp

 

Budget Plan

It was reported that the Council had spent £1,927.80 (which included bank charges) since the start of the new financial year and this was £5,966.21 less expenditure than what  was earmarked in the budget for the year.

 

Wi-Fi in the Hall

The Clerk reported that she had been in contact with Mr. Rob Lewis and she had been told that he had been in contact withBT and hopefully the wi-fi would be in place before long. The Clerk had beentold by Mr. Lewis that he was in the process of completing forms with BT on behalf of the Council and they needed to know since when the Council had been with the existing bank. It was agreed that he put down the year 1974.

 

HAL

The Clerk reported that she had receivedcopies of financial balance sheets for the month of February, March with April togetherwith a report from above and it had been forwarded to all Members. They werealso informed that there was an invitation to a meeting of the Board with theCommunity Councils to be held on the 6th of this month at 7.00pm. It wasreported that no one was able to attend the meeting tomorrow night.

 

Council’s Website

The Clerk reported that she had been informed by Mr. Owen Brown that he was now approaching the final stages of development for the council’s new website and that he had added privacy statements, cookie permissions, etc., and made the whole site accessible to level 2 AA (which is the delivery standard gov.uk). The website will come to life during the next few days.

 

PLANNING APPLICATIONS

Installation of 8 ground mounted solar panels (370w) Uwchglan, Llanfair (NP5/66/269A)

Support this application.

Cllr.David John Roberts declared an interest in the above planning application and was not present when the matter was discussed.

 

TREASURER’SREPORT

The Treasurer reported that there was £14,421.14in the bank, £5,638.11 in the reserve account .

Applications for financial support

Harlech & Ardudwy Leisure    – £1,428.00 – precept proposal (monthlypayment May and June).

 

The above payments were processesed by the Cllr. Robert G. Owen and the Chairman, Cllr. Eurig Hughes approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

 

Moniesreceived since last meeting

Mr. M. Downey          -£40.00 –   rent hearse hut (April)

Gwynedd Council  – £9,000.00 – half the precept

Gwynedd Council  – £1,032.15 –  reimbursement car parks income

The Treasurer reported that that the Internal Audit had been completed and there were no significant matters arising apart from the following –

Failure to review staff expense rates.

Lack of separation of duties in the creation and processing of online payments.

The annual precept does not result from an adequate budgeting process because of the failure to consider anticipated income.

Lack of transparency resulting from failure to prepare a suitable website in accordance with Part 5 of theLocal Government (Democracy) (Wales) Act 2013

TheTreasurer reported that she had completed the Annual Return up to 31st March2024, the Members went through this return and agreed to approve it and it was also agreed that the Chairman and Clerk/Treasurer sign this on behalf of theCouncil.

 

CORRESPONDANCE

SARPA

Received a letter from the above asking the Council to contact Wales Transportation regarding the proposed cuts to the service on the Cambrain line they are proposing to do by cutting out the service of 4 trains between December and March. The Clerk reported that she had already forwarded this e-mail to the Members. The Clerk reported that a letter toTransport for Wales strongly opposing for these cuts to be implemented had already been sent.

 

WalesAir Ambulance

Received a letter from the Chief Executive of the above regarding the review of the EMRTS service which was held independently come to an end. The Clerk reported that she had already forwarded this e-mailto the Members.

 

ANY OTHER MATTER

Concerned was voiced that a large number ofdogs were allowed to run loose on the wrong sidewalk on Llandanwg beach and itwas agreed to contact Gwynedd Council about this.

Want to get in touch with the Highway Department about overgrowth near Rhiwcenglau.

It has been reported that Mr. Roy Carter iswilling to cut the public footpaths again this year.

On behalf of the Council the Chairman thanked Mr. Brian John for cutting the public footpath which goes down from Penrallt to the top of Cae Cethin Slate Cavern.

Want to contact the Highways Department to informthem that the road surface around a drain near the Pant yr Onnen estate isbreaking up.

 

GWYNEDD COUNCIL MATTERS

The following report was received from Cllr.Annwen Hughes –  reported that she had noticed that damage had been done to the car park wall and she would contact Gwynedd Council about this and also contact The Area Tidying Up Team asking them to clear the weeds in the car park once more.

Cllr. GwynforOwen reported that he had received concern that a tree was perched in the field near Caersalem crossroads as well as a wall was falling there too. He stated that temporary work is to be carried out on the road from Talsarnau onwards and significant work will be carried out after the visitors’ season.
