Minutes of llanfair community council meeting held in the village hall, llanfair at 7.30 p.M. On 17.07.24

APOLOGIES

Cllr. Eurig Hughes (Chairman), Hywel Jones, Osian Edwards. Gwynfor Owen (Gwynedd Council).

 

PRESENT

Cllrs. Russell  Sharp (Vice Chairman), Robert G. Owen, David J. Roberts , Mair Thomas, Guy Slater and Cllrs. Annwen Hughes (Gwynedd Council).

 

In the absence of the Chairman the Chair was taken by the Vice Chairman.

 

The Chairman welcomed Ms Sioned Vaughan Williams to the meeting so she could have a chance to let the Council know her plans with the Maes Cafe once she takes it over in October. It was reported that she will be taking over the café on the 1st of October and she intends to be open all winter and also on the 1st of December hosting a little festivaland she was asking for ideas and help about holding this She was asking what it would take to get christmas lights along the road from Llandanwg up to Fron Deg and t was suggested that she contact Tomos Slattery at Gwynedd Council about this, ‘she wanted to know how to get around to getting re-cycling rubbish bins in the car park and it was suggested that she contact Steffan Jones at Gwynedd Council. She also stated that she was going to raise money to get a purpose built wheelchair to go down to the beach and it was suggested that she try for a grant from the national lottery.

 

MINUTES

The minutes of the meeting held on June 5th 2024 were found to be correct.

 

MATTERS ARISING

Budget Plan

It was reported that the Council had spent £6,557.89 (which included bank charges) since the start of the new financial year and this was £3,388.12 less expenditure than what  was earmarked in the budget for the year.

 

Wi-Fi in the Hall

The Clerk reported that she had been informed by Mr. Rob Lewis that BT would be coming to the hall on the 19th to install the wi-fi..

 

Council’s Website

The Clerk reported that she had been informed by Mr. Owen Brown that the website was now live but there was still a bit of work to be carried out on it and she had sent the link to all Members. The Members were pleased to see that the website was live and they had no comments to make on it.

 

Ben Rowlands Grave

Following the last Council meeting some of the Members went over to the cemetery to see the grave of the above. It was agreed that the bottom piece needed to be removed and the cross placed to stand and place a plaque at the bottom with the date and what his work was in the village on it. It was agreed to ask Cllr. Hywel Jones if he could carry out these works and ask Pritchard and Griffiths if they could design the plaque.

 

HAL

The Clerk reported that she had received an email from the above along with a draft copy of the site business plan andstating that a meeting had been arranged between the Councils on the 4th of this month but due to not enough going to attend the meeting it had been cancelled.

 

PLANNING APPLICATIONS

Installation of 8 ground mounted solar panels (370w) Uwchglan, Llanfair (NP5/66/269A) AMENDED APPLICATION

Support this application.

Cllr. David John Roberts declared an interest in the above planning application and was not present when the matter was discussed.

TREASURER’S REPORT

The Treasurer reported that there was £9,836.85 in the bank, £5,667.48 in the reserve account .

 

Invoices needing payment since last meeting

Customs & Excise    –   £124.80   –   tax on Clerk’s wages

Gwynedd Council – £4,000.00   –   contribution to keep Llandanwg public toilets open

Applications for financial support

Harlech & Ardudwy Leisure    – £714.00 – precept proposal (monthly payment).

 

The above payments were processesed by the Cllr. Robert G. Owen and Cllr. David John Roberts approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

CORRESPONDANCE

Gwynedd Council –Environment Department

Received a letter from the above informing the Council that they are carrying out work of installing reference posts, replacing gate and posts and cutting vegetation on public footpaths 15,28 and 33 from Brwyn Llynau to Hengaeau during this month.

 

Gwynedd Council – Legal Department
Received a letter from the above informing the Council that public footpath number 53 will be closed from the 29th of this month in order to carry out stone wall maintenance works on behalf of Network Rail.

 

Gwynedd Council – Legal Department

Received an email from the above regarding a single vote sysem consultation stating that there is a link to the consultation for the Council to complete. It was agreed to forward this email to all Members.

 

Transport for Wales

Received an e-mail from Gail Jones on behalf of Transport for Wales regarding the latest update with regards to the Cambrian Line and stating that just over 500 responses was received regarding the recent consultation.  Whilst they are still reviewing feedback from their stakeholders in relation to other parts of the network, they are in a position to update us on changes they have been able to make to the Cambrian Line timetable following this review process, details of which are as follows.

The proposal to run the extra trains to increase the frequency to Aberystwyth to a full 1 train per hour in the summer only (March-Sept) is to continue i.e. this will NOT be introduced in the winter. However, they will add a 16:30 train from Shrewsbury to Aberystwyth in all year around. This is because of higher passenger numbers on 17:30 train from Shrewsbury to Machynlleth. They will aim to introduce this extra service in May 2025, but it is subject to agreement with other operators and Network Rail. The wider 1 train per hour service will come in effect from March 2026.​

It was proposed to remove the 08:52 service from Machynlleth to Pwllheli and return from Pwllheli at 11:37 during winter. There was a significant response to this proposal. After much consideration, they have opted to retain the 08:52 and 11:37 services all year around, however passenger numbers and revenue will be closely monitored over the next winter period and reviewed when planning the December 2025 timetable.​

​The last evening services in the summer (March to December) – will run at the same times as they currently run between Pwllheli and Machynlleth (approximately 20:26 Pwllheli southbound and 21:47 Machynlleth northbound).​

They will be doubling capacity on 4 key Cambrian Coast services from summer 2025 from 2 carriages to 4 carriages to support locals, tourists, and key local tourism businesses. This will mean there are 560 more seats on Cambrian Coast services during the summer in comparison to Summer 2022.​

 

ANY OTHER MATTER

It was reported that bus drivers were complaining of overgrowth coming from Rhiwcenglau and it was agreed to contact the Highways Department about this.

Concern was declared that the grass near the public seating and bins was not being cut in the car park in Llandanwg and it was agreed to contact Gwynedd Council about this.

Want to ask Gwynedd Council if it would be possible to create a footpath from Ty Gwyn down to Llandanwg caravan park because the grass along the side of the road  is too long for some to walk safely and they have to walk on the road.

It was reported by Cllrs. Mair Thomas and Robert G. Owen that a meeting of the hall committee had been held on the 3rd of this month and it was agreed to ask Mr. Rob Lewis if he could order a television to place in the hall for holding zoom meetings if necessary. The next meeting of the hall committee will be held on the 26th of September.

 

GWYNEDD COUNCIL MATTERS

The following report was received from Cllr. Annwen Hughes – reported that the Our Area Tidying Team had weeded out the car park once more, she had received a reply from Gwynedd Council about dog owners not keeping to the right sidewalk on Llandanwg beach and therefore in breach of rules and stating that Authorised Officers that can authorize penalty fines to offenders would endeavour to visit the beach as well the matter will be discussed with an Officer in the Enforcement department to see if assistance can be received at this location
