The Chairman welcomed Ms Jodie Pritchard and Ms Lynne Griffiths two of HAL Board members to the meeting.
It was made known that the centre had closed since the 1st August due to financial difficulties. The centre had been open since 2010 and he wanted to thank all the Community Councils for their support, all staff had now been made redundant. There were still costs to be paid for since the centre had closed and asking if the Community Council would still support HAL until they had decided what would be best for the centre. They had already sold some assets to as to keep solvent. The Community Council’s decision is critical for the future of the centre. There was a very full discussion as to whether this Council was going to continue to contribute under the precept scheme or not and with a heavy heart it was unanimously agreed not to contribute at this time until the Council knew more about the future of the site. The Clerk reported that she had asked the Internal Auditor’s opinion on this matter and she had received a reply stating if the site is closed, and there is no plans for the place to re-open again, then the nature of the relationship has changed, i.e. the original intention of contributing money “to keep the swimming pool open” is no longer there, and therefore there are no grounds to continue the contributions as the Council has a duty to conserve public funds, but ‘it did suggest that the Council contact One Voice Wales about this to get confirmation of the situation and the Clerk reported that she had done this but had not yet received a reply from them.
The minutes of the meeting held on July 17th 2024 were found to be correct.
Budget Plan
It was reported that the Council had spent £12,504.11 (which included bank charges) since the start of the new financial year and this was £523.91 less expenditure than what was earmarked in the budget for the year.
Wi-Fi in the Hall
The Clerk reported that the wi-fi was now working in the hall.
Council’s Website
The Clerk reported that she had been informed by Mr. Owen Brown that the website was now live.
Ben Rowlands Grave
It was agreed that the bottom piece needed to be removed and the cross placed to stand and place a plaque at the bottom with the date and what his work was in the village on it. Cllr. Hywel Jones agreed to could carry out these works and the Clerk agreed to ask Pritchard and Griffiths if they could design the plaque with name, date of birth and death and occupation i.e village blacksmith on it.
Trees near the Church
The Clerk reported receiving an email from Mrs Wendon Wigglesworth on behalf of the Church together with pictures showing the trees along the sidewalk leading to the Church door significantly overgrown and asking if the Council could arrange for someone to come and prune these trees as in the past. It was agreed to ask Tree Fella to carry out this work as was done in the past by him.
HAL
This matter had already been discussed at the begining of the meeting.
Conversion of disused agricultural building into annexe, utility room and workshop in connection with adjacent farmhouse, formation of garden and patio area and installation of septic tank and associated drainage Tyddyn Rhyddid, Llanfair (NP5/66/57A)
Support this application but wanted to draw their attention that Tyddyn Rhyddid is in the parish of Llanfair and not Llanbedr.
The Treasurer reported that there was £14,743.61 in the bank, £5,667.48 in the reserve account .

The above payments were processed by the Cllr. Robert G. Owen and Cllr. David John Roberts approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

Gwynedd Council – Highways Department
Received a reply from the above regarding issues which had been raised at the last meeting of the Council and stating that because the growth coming from Rhiwcenglau to the road is from private land they will send a letter to the owner with a request that they cut the overgrowth within 21 days and if this is not done they will follow the legal process and serve a Notice on the owner.
Ms Sioned Williams
Received an e-mail from the above following the Council’s last meeting about having christmas lights along the roadside from Llandanwg up to Frondeg and stating that she had contacted Gwynedd Council about this and that the cost of installing a unit is £128 each, and they will charge £250 per lamp post for installing a PVC box with an RCD socket and for installing/removing the lights before and after Christmas and therefore each unit would cost £378 for the first year. The cost in the following years would be less and they would only have to pay the cost of putting up and pulling down and also the Council would own the lights because they had paid to order them. It was agreed to ask what the yearly cost would be to put these lights up and take them down after the first year and also state the Members felt it was too late this year to start planning this work.
Also asking if the Council could contact Gwynedd Council about having recycling rubbish bins down in Llandanwg car park. It was agreed to contact Gwynedd Council with regards to the bins.
Wanted to ask Gwynedd Council to cut the grass and the ivy near Castellfryn.
The following report was received from Cllr. Annwen Hughes – reported that she had received an email along with a photo from Cllr. Mair Thomas showing the dog poop bin in Llandanwg car park had broken and she had forwarded this to Mr. Steffan Jones who had arranged to install a new bin there the next day and also trimmed the grass around it. She had received another email from Cllr. Mair Thomas asking if it would be possible to have the noticeboard re-installed on the wall near the beach entrance at Llandanwg and she had forwarded this to the Maritime Officer who had responded that he would arrange for a new noticeboard to be installed there because the information on this is important to everyone who visits the beach. Also she had contacted the Highways Department asking them to cut the trees growing along the roadside from Pensarn to Argoed again this year and she had received a reply stating that the Inspector had been monitoring these trees and they will include them on their tree cutting programme when they are in the area.
Cllr. Gwynfor Owen reported that he had received no complaints about the beach this year and also that meetings have been held about financial cuts at the Fire Authority and Gwynedd Council will be looking at financial cuts. He said the consultation on a single vote system had closed and a special meeting of the Council will be held on the 24th of next month to discuss this issue.
