Minutes of the meeting of Llanfair Community Council – 16/10/24

APOLOGIES

PRESENT

Cllrs. Eurig Hughes (Chairman),  Russell  Sharp (Vice Chairman), Robert G. Owen, Hywel Jones, David J. Roberts , Mair Thomas, and Cllrs. Annwen Hughes and Gwynfor Owen (Gwynedd Council).

 

MINUTES

The minutes of the meeting held on September 18th 2024 were found to be correct.

 

MATTERS ARISING

Budget Plan

It was reported that the Council had spent £16,680.45  (which included bank charges) since the start of the new financial year and this was £853.42 more expenditure than what  was earmarked in the budget for the year.

 

Remembrance Sunday

It was made known that the above will be held on the 10th of next month and a service near the hall will commence at 11.00 o’clock in the morning.

 

HAL

The Clerk reported that, following last month’s meeting, she had received a reply from One Voice Wales and stating that they supported what had been said by the Internal Auditor not to carry on with the donation of precept funds to the above site now that the swimming pool had closed.

 

PLANNING APPLICATIONS

None come to hand since last meeting

 

TREASURER’S REPORT

The Treasurer reported that there was £10,783.09 in the bank, £5,694.89 in the reserve account .

 

Invoices needing payment since last meeting

BT                                    –  £27.54    – rent for wi-fi in the hall

Mr. Arwel Thomas     –  £620.00   –  cut cemetery grass x 2

Wales Audit                –  £200.00   –    external audit 2023/24

 

The above payments were processesed by the Cllr. Robert G. Owen and Cllr. David John Roberts approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

 

Monies received since last meeting

Mr. M. Downey        – £40.00  –  rent hearse hut (October)

Customs & Excise   – £115.09  – VAT reimbursement

 

The Treasurer reported that she had received the External Audit report back and that they had stated that the Council had stated a negative response to multiple allegations and that they recommend that the Council makes the necessary improvements to its arrangements to address the deficiencies that noted, when the Council has declared a negative response to the Governance Statement Annual the Council must make appropriate disclosures within the annual form regarding why he has made the negative claims. The Members and theTreasurer considered this to be wrong because ‘it was clearly visible on the form the Council had not responded negatively to any point on the Annual Governance Statement. The Treasurer reported further that she had sent to the External Auditor about this but had not received a reply.

 

 

CORRESPONDANCE

Eisteddfod Ardudwy

Received a letter from the above asking for a financial contribution towards the running of the above eisteddfod.

 

Ms Rosy Berry

Received an email from the above asking if it would be possible to have a bus shelter located near the car park opposite a memorial hall.
