APOLOGIES

PRESENT
Cllrs. Eurig Hughes (Chairman), Russell Sharp (Vice Chairman), Robert G. Owen, David J. Roberts , Mair Thomas, Osian Edwards, Guy Slater and Cllrs. Annwen Hughes and Gwynfor Owen (Gwynedd Council).
The Chairman welcomed 2 members of the public to the meeting and it was made known that one of them was by now a member of the HAL Board. On behalf of HAL the two thanked the Council for its donations over the years and also that this Council had agreed to carry on to contribute under the precept scheme. They informed the Members that HAL had received grants to carry out different surveys and these were taking place now.
They asked if the Council could be more transparent and put minutes of the meetings in welsh and english on the noticeboards in the village and also would it be possible for the Council’s AGM to be open to the public. Regret was voiced by one member of the public that none from the Council was present in the Remembrance Service in November and also none were present in the public meeting with HAL at the end of last month. Both were thanked for attending the meeting. A discussion took place with regards to the above matters at the end of the Council meeting and it was agreed to do the mintues in both languages from now on and it was stated that every Council meeting is open to the public and the AGM was no different.
The Chairman extended the Council’s sympathy with Cllr. Guy Slater following the recent death of his mother.
The Council’s congratulations was extended to the Chairman and family on the recent birth of his grandson.
MINUTES
The minutes of the meeting held on January 10th 2024 were found to be correct.
Need to erase lines 4 and 5 from the minutes were HAL was discussed.
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £18,060.67 (which included bank charges) since the start of the new financial year and this was £5,615.23 less expenditure than what was earmarked in the budget for the year.
Wi-Fi in the Hall
The Clerk reported that there was nothing more to report about above just that Mr. Rob Lewis was working to get a system In its place in the hall and hopefully it will be completed in the next month.
HAL
Cllr. David John Roberts reported that he had attended a meeting that was held in the village hall, Llanbedr on the 14th of this month between the Community Councils of the area so as to discuss the way forward with HAL.
The Clerk had sent copies of HAL accounts up to the end of December last year to every Member and also reported that another meeting was going to be held between the Community Councils and HAL on the 22nd of this month, but the Clerk informed the Members that this meeting by now had been cancelled and another meeting will be held next month. The Clerk reported that she had received and e-mail from HAL before coming out this evening and that she had forwarded it to every Member.
Council’s Website
The Clerk reported now that Harlech Community Council had a new website it was not possible to include the contents of this Council on it because the External Auditor had stated that every Council has to have its own website and therefore this Council will have to get somebody to create a website for them. It was agreed to make enquiries with Mr. Owen Brown in the first place with regards to developing a website for the Council and if was not possible for him to carry out the work that the Clerk would contact Delwedd.
Hall Committee – 25.1.24
It was made known by Cllrs. Mair Thomas and Robert G. Owen that a meeting of the above committee had been held and both had attended. It was made known that there were plans to install a heater on the wall in the kitchen and also that the hall had received money from the cofers of Caersalem Chapel. The AGM will be held on the 20th March.

TREASURER’S REPORT
The Treasurer reported that there was £9,425.74 in the bank, £5,610.97 in the reserve account .
Invoices needing payment since last meeting
SLPW – £694.80 – new bench for the cemetery
Mr. M. J. Kerr – £90.00 – opening grave re the late Mr. John Forster (ashes)
Llais Ardudwy – £10.00 – grass cutting tenders advert (February Edition)
Mrs Annwen Hughes – £380.00 (3 months wages) + £409.75 (yearly costs) = £789.75
Applications for financial support
Harlech & Ardudwy Leisure – £2,856.00 – precept proposal (monthly payment x 4).
The Treasurer reported that the Council had 4 payments to make to the above before the end of March and it was agreed to pay these now.
Merionnydd YFC – £150.00
The above payments were processesed by the Chairman, Cllr. Eurig Hughes and Cllr. Robert G. Owen approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.
Monies received since last meeting
Mr. M. Downey – £40.00 – rent hearse hut (February)
The Treasurer reported that it was time to ask Ms Luned Fon Jones from the Finance Department, Gwynedd Council if she would be willing to act as the Council’s Interal Auditor again this year. The Members agreed that the Treasurer should contact Ms Luned Fon Jones.
CORRESPONDANCE
Meirionnydd YFC
Received a letter from the above asking for a financial donation. It was agreed to donate £150.00 to them.
ANY OTHER MATTER
It was made known that the key of the noticeboard that is in Y Maes Llandanwg has gone missing and it was agreed that the Clerk contact Greenbarnes to ask for a new key.
It was made known that part of a wall in the cemetery had come down near Tyn Llan and it was agreed to ask Cllr. Hywel Jones to deal with this matter.
GWYNEDD COUNCIL MATTERS
The following report was received from Cllr. Annwen Hughes and Cllr. Gwynfor Owen – Cllr. Annwen Hughes reported that from Monday February 12th a new Sunday and Bank Holiday timetable will be introduced on Bus Service G23 and there will be 4 journeys a day on Sundays and Bank Holidays and will operate between Barmouth, Harlech and Porthmadog and there will be connections with TrawsCymru Service T3 will be available at Barmouth. More information can be found at Lloydscoaches.com/serviceup-date/servicechanges. Also she had attended a meeting with the Police in Barmouth on the 13th of this month.
Cllr. Gwynfor Owen reported that he had attended a training session on the Code of Conduct for Councillors, attended a meeting of the Fire Authority and that they were with a better offer to improve the service for this area following the consultation but this had been lost from one vote. He had attended a Task and Finish Group on the Council’s Autism programme. The Council tax will rise by 9.5% this year with cuts of £4.8 million been made and the situation will worsen next year.
