Minutes of the meeting of Llanfair Community Council – 19/02/25

APOLOGIES

Cllr. Eurig Hughes (Chairman),   Hywel Jones, Osian Edwards, Mair Thomas, Gwynfor Owen (Gwynedd Council).

PRESENT

Cllrs. Russell  Sharp (Vice Chairman), Robert G. Owen,  Guy Slater, David J. Roberts,  and Cllr. Annwen Hughes (Gwynedd Council).

In the absence of the Chairman, the Chair was taken by the Vice Chairman

MINUTES

The minutes of the meeting held on January 15th 2025 were found to be correct.

MATTERS ARISING

Budget Plan

It was reported that the Council had spent £19,578.79  (which included bank charges) since the start of the new financial year and this was £3,017.25 less expenditure than what  was earmarked in the budget for the year.

Village Bus Shelter

It was reported that the seat had been installed on a temporary basis by the bus stop sign in the middle of the village and the Chairman thanked Cllr. Hywel Jones for carrying out this work. The Clerk reported that she had received an e-mail from Ms Rosy Berry thanking the Council for purchasing and installing this seat so quickly.

Grass Cutting of the public footpaths

The Clerk reported that  she had placed an advert with regards to the above in Llais Ardudwy and the closing date for receiving these was the 28th of this month but had not as yet received any tenders.

Grass Cutting of the cemetery

It was agreed to ask Mr. Arwel Thomas if it would be possible for him to carry out the work of cutting the grass in the cemetery again this year.

PLANNING APPLICATIONS

None come to hand since the last Council meeting.

TREASURER’S REPORT

The Treasurer reported that there was £8,437.54 in the bank, £5,722.01 in the reserve account .

Invoices needing payment since last meeting

BT                                   –  £27.54  – rent for wi-fi in the hall

Mrs Annwen Hughes – £499.98 (3 months wages) a £478.70 (yearly costs) = £978.68

The above payments were processesed by the Cllr. Russell Sharp and Cllr. Eurig Hughes approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

Monies received since last meeting

Mr. M. Downey    – £40.00  –  rent hearse hut (February)

The Treasurer reported further that she had asked Ms Luned Fon Jones from the Finance Department, Gwynedd Council if she would be willing to act as the Council’s Interal Auditor again this year and that she had agreed to this.

CORRESPONDANCE

One Voice Wales

Received an e-mail from the above together with a questionaire regarding area committees and asking for the Council to complete this by the 28th of this month. The Clerk had already forwarded this e-mail to the Members. It was agreed that the Clerk would complete this on behalf of the Council.

One Voice Wales

Received a letter from the above informing the Council that the One Voice Wales annual general meeting will be held on line on Tuesday March 11th between 4.00 and 6.00 p.m.

Sian Gwenllian AS

A letter was received by the above asking for the Council’s support in developing a Dental School in Bangor and to send a letter to Jeremy Miles AS stating their support. It was agreed to support this development.

Meirionnydd YFC
Received a letter from the above requesting a financial contribution from the Council. It was agreed not to give them a contribution but instead a contribution made to Ardudwy YFC when a letter of application had been received.

GWYNEDD COUNCIL MATTERS
The following report was received by Cllr. Annwen Hughes – she had been informed that the handrail on the zig-zag path is loose and because of this she had contacted the Coast Access Warden and had received a reply earlier this week stating that this will have sorted out by the end of this week and has appointed a contractor to make it safe if required.

ANY OTHER MATTER

Concern was voiced that there was a hole in the manhole near the train station in Penrhyndeudraeth and it was agreed that the Clerk would contact Penrhyndeudraeth Town Council about this.

It was agreed to ask Mr. Martin Howie when was he going to move the lorry which was parked close to the Caersalem junction because quite a few complaints had been received that is was in a dangerous place.

Concern was voiced with regards to the lack of Doctros at the Barmouth surgery.

Date of Next Meeing

It was agreed to hold the next Council on 2nd April 2025 at 7.30 p.m.
