Minutes of the meeting of Llanfair Community Council - 14/05/25

PRESENT
Cllrs. Eurig Hughes (Chairman), Hywel Jones, David J. Roberts, Mair Thomas, and Cllr. Annwen Hughes (Gwynedd Council).
MINUTES
The minutes of the meeting held on April 2nd 2025 were found to be correct.
MATTERS ARISING
Election of Officer for the year 2025/26:-

Vice Chairman
Because so many Members were missing, it was agreed to discuss the above matter at the next meeting of the Council.
Budget Plan
It was reported that the Council had spent £663.84 (which included bank charges) since the start of the new financial year and this was £182.71 less expenditure than what was earmarked in the budget for the year.
Council’s insurance policy
The Clerk reported that she had been informed by the Internal Auditors there was a need for the Council to review its insurance polisi to make sure that is was sufficient. The insurance policy was looked at and it was agreed to ask the insurance company to remove the play equipment from the policy as the Council no longer had this under their ownership.
PLANNING APPLICATIONS
Conversion of a disused agricultural building into an annex for a family member and a multi-purpose room/workshop in connection with the adjoining farmhouse, garden formation and patting, installation of septic tank drainage (Second Application), Tyddyn Rhyddid, Llanfair (NP5/66/57B)
Support this application.
Erection of single storey extension to east side, steel balcony to west side, demolition of 2 chimneys and insertion of rooflights Heulwen, Llandanwg (NP5/66/293)
Support this application.
Reinstate a garden boundary 20 metres in length to the rear (Southeast), to 2 metres height, using a combination of traditional dry-stone walling to 1 metre, with 1 metre wooden fence fixed above Sŵn-y-Wylan, Llandanwg (NP5/66/91B)

TREASURER’S REPORT
The Treasurer reported that there was £7,601.73 in the bank, £5,748.11 in the reserve account .
Invoices needing payment since last meeting
BT – £29.84 – rent for wi-fi in the hall
Mr. D. A. Thomas £710.00 – cut the grass of the cemetery x 2 and spray weed killer.
The above payments were processesed by the Cllr. Hywel Jones and Cllr. David J. Roberts approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.
Monies received since last meeting
Gwynedd Council – £9,000.00 – half the precept
Mr. M. Downey – £40.00 – rent hearse hut (May)
The Treasurer reported that that the Internal Audit had been completed and there were no significant matters arising apart from the following –
Failure to set a balanced budget
Failure to review the content of the Insurance policy to ensure that it is adequate, and not excessive.
The Treasurer reported that she had completed the Annual Return up to 31st March 2025, the Members went through this return and agreed to approve it and it was also agreed that the Chairman and Clerk/Treasurer sign this on behalf of the Council.
CORRESPONDANCE
Marie-claire Marsden
The Clerk reported that she had received an e-mail from the above stating that she wanted to ask the Council why they put the work of cutting the grass of the public footpaths out to tender and not the work of cutting the grass of the cemetery. Also stating that she believes that the cost of cutting the grass of the cemetery could be reduced if the work was put out to tender.
Rosy Berry
Received an e-mail from the above asking if it would be possible to extend the 30 mph on the road from Harlech to Llanfair to the bottom of Fron Deg junction and also with the junction to the village of Llanfair. Also asking if it would be possible to get 20 mph repeater signs as they leave the car park at Llandanwg and a red flag to remind people of dogs restrictions on the beach. It was agreed to send this e-mail to Gwynedd Council.
ANY OTHER MATTER
Needed to ask if it would be possible to get the information board back on the wall in the car park at Llandanwg.
It was agreed to send a vote of thanks to Rosy Berry for organising the VE day celebrations in the hall.

It was agreed to hold the next Council on 18th June 2025 at 7.30 p.m.
