Minutes of the meeting held on February 22nd, 2023 were received as accurate.

MATERION YN CODI

Cynllun Cyllideb

It was reported that £22,099.10 (including bank charges) had been spent since the start of the new financial year, with this being £5,389.28 less than allocated in the budget for the year. The Clerk distributed copies of the Council’s budget plan for 2023/24 to all Members, and this plan was reviewed. It was agreed to adopt this plan for the coming year.

Wi-Fi yn y Neuadd

The Clerk reported having discussions with Mr. Rob Lewis regarding Wi-Fi in the hall, with agreement to explore various options on behalf of the Council.

HAL

The Clerk reported that this matter was placed on the agenda due to correspondence received, indicating the likelihood of the swimming pool having to close in the near future due to high electricity and gas costs, necessitating a decision on whether the Council would continue to participate in the precept scheme. The Clerk further reported receiving four emails from residents expressing support for HAL and their reluctance to proceed with payment. After discussing this matter and learning what other Councils in the area were doing, it was agreed to pay them for the first 6 months, provided the following conditions were in place: 1) Having more members on the Board and some with expertise in specific fields, 2) Having a business plan created, 3) The Council receiving monthly reports along with a financial statement from the Board, and 4) The Council being able to appoint one Member to attend Board meetings. It was agreed to pay for the first 6 months as long as the above conditions were met without the need for a business plan in place.

Opening of Grass Cutting Tenders

The Clerk reported that an advertisement had appeared in Llais Ardudwy inviting tenders for cutting the grass on public paths, unfortunately he had not received one. The Clerk reported receiving a price from Mr. Arwel Thomas for cutting the cemetery grass for this year and he stated that he would increase by £290 per month again this year. Everyone agreed to accept this price. The Chair agreed to ask Mr. Roy Carter if he would be interested in cutting the public paths again this year.

Hall Committee – 23.3.23

Cllr. Mair Thomas reported attending the above meeting and that the annual meeting had been held first. ‘There were 9 present and one apology and a short word was received by the Chair thanking everyone especially Mrs Ann Lewis for all the work she does with the hall. It was learned that some organizations had stopped using the hall since the start of the covid. A financial statement was submitted and the situation was positive. The committee went on to hold and was informed by Mrs Ann Lewis of what needed to be done in the hall and these costs would be significant. Chairperson Mrs Betty Grant wanted to step down and decided to ask Cllr. Robert Owen took over the post and Rosy Berry would be Vice-Chair. Some members were eager to hold a fundraising and socializing activity and agreed to start in July. The next committee will be held on June 22nd.

Adaptations and repairs to existing farmhouse – Tyddyn Y Gwynt, Llanfair (NP5/66/272)

The Clerk reported having received an email from the National Park regarding the above planning application and stating that following discussion with the agent a revised plan had been submitted showing a stone pillar to reduce the glass on the rear view. The Planning Officer asked for the Council’s comments on these changes and asked if there was still opposition to the application because the plans were out of character with the rest of the house with all the glass. The Clerk further reported that this email had been forwarded to the Members and that most had responded by saying that they had no objection to the plan anymore so that this comment had been transferred to the Planning Officer.

Llanfair Memorial Hall Committee – £1,800

The Treasurer distributed copies of the Council’s accounts ending March 31, 2023 to all Members. Careful attention was paid to the accounts and the accounts were unanimously approved by the Members. It was agreed by everyone that the accounts book would be signed by the Chair and the Clerk together on the Annual Return.

Mr. Robert Ledger

Received an email from the above concerned about a planning application to erect a telephone mast on Foel Gerddi and asking some questions about a mast under consideration. The Clerk reported that he had forwarded the email to the National Park and had received a response stating that they were in the process of responding to the Council’s inquiry.

Cyngor Gwynedd – Adran Priffyrdd

Received an email from the above informing the Council that their contractor had been able to fix the bottom gate and install

a receiver on the gate on public path number 34 above Tyddyn Llidiart Mawr and so it had been able to keep the original gate and it is opening and closing well now. Also the contractor had trimmed back some of the brambles that had overgrown on this path. He is arranging for a meeting with a highway drainage engineer to see what work can be done on public path number 23.

Rhian Davenport

Received an email from the above stating that she was disappointed that the Council had raised the following when discussing financial requests at the last meeting – “no financial assistance to the Air Ambulance as several boxes had not been collected for a long time”. He further stated that there had been a request to go back to collect and dispose of the flies in the Llanfair area and they are sure to change the boxes as soon as possible. He asked for a list of places where the flies need to be emptied as soon as possible. The Clerk further reported that he had responded to this email and apologized on behalf of the Council for what had been included in the Llais regarding air ambulance and ensure that the members did not create a bad name for the service that important this is entirely. He also stated that he had sent your email to the attention of the members by asking them to bring a list of places where you are concerned that the boxes are full for some time to meet the next council.

Llanfair Memorial Hall Committee

It was reported that a letter had been received from Mrs Ann Lewis on behalf of the above committee informing the Council that there was a significant need for electricity supply work in the hall and that the cost would be significant. 4 copies of the work that needed to be done were obtained and the total work came to £1,872. It was agreed that the Council had not contributed financially to the hall committee for several years to contribute £1,800 towards this work.

MATERION CYNGOR GWYNEDD

The following report was received by Cllr. Gwynfor Owen and Annwen Hughes – Cllr. Annwen Hughes reported since the last meeting that she had received a response from the Highways Department regarding the side of the road under the bus shelter near the crossroads of Caersalem and stating that they are concerned that this side of the road is significantly damaged because there are various cars parked there daily and they have arranged for an inspector to assess the site and they will arrange for any necessary work. Regarding the condition of Sarn Hir road, he had received a response stating that they are monitoring the situation with this road, and they are going to arrange to raise another sign on the Llanbedr side to alert users that the road is uneven. He also confirmed that there was no deficiency noted in the February audit. He also reported that a hub had been set up for the Tidy Teams located within the Members’ Portal and that it was currently alive to Councilors only at this time. This hub will enable us to create a work application, access the team’s work / travel program, receive details regarding the progress / work of the teams and present feedback on the team’s work. It also has been known that the Councils Communities / Towns have the right to use the link to the service application form – Report problem (gov.wales) and the right to use the email address tacluso@gwynedd.gov.wales if they need to report necessary work in the area.

UNRHYW FATER ARALL

It was declared a concern that some of the fence around the Church of Llandanwg needed to be repaired and it was agreed to contact the National Trust regarding this.

Agreed to review the Clerk’s salary when discussing the precept for the 2024/25 financial year
