MINTES
The minutes of the meeting held on February 19th 2025 were found to be correct.
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £20,622.95 (which included bank charges) since the start of the new financial year and this was £6,171.09 less expenditure than what was earmarked in the budget for the year. The Clerk distributed copies of the Council’s budget plan for the year 2025/26 to every Member and they went through this plan. It was agreed to adopt this plan for the year ahead.
Council’s Annual Report
The Clerk reported that she had drawn up the third Council annual report on behalf of the Council and a copy was given to every Member present so that they could go through it and give comments if needed. It was agreed that this was acceptable.
Grass Cutting of the public footpaths
The Clerk reported that she had placed an advert with regards to the above in Llais Ardudwy and the closing date for receiving these was the 28th of this month but had not received any tenders. It was decided that the Chairman would ask Mr. Roy Carter if he would be willing to carry out the work again this year.
Grass Cutting of the cemetery
It was agreed to ask Mr. Arwel Thomas if it would be possible for him to carry out the work of cutting the grass in the cemetery again this year.
Cllr. Mair Thomas declared an interest in the above matter and did not take part in the discussion when the matter was discussed.
PLANNING APPLICATIONS
None come to hand since the last Council meeting.
TREASURER’S REPORT
The Treasurer reported that there was £7,601.73 in the bank, £5,748.11 in the reserve account .
Invoices needing payment since last meeting
BT – £27.54 – rent for wi-fi in the hall
One Voice Wales – £126.00 – membership for the year
Customs & Excise – £125.00 – tax on Clerk’s wages
The above payments were processesed by the Cllr. Hywel Jones and Cllr. Mair Thomas approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.
The Trasurer distributed copies of the Council’s accounts for the year ending 31st March 2025 to every Member. The Members went through the accounts carefully and they all accepted the accounts. It was agreed by everybody that the accounts book be signed by the Chairman and the Clerk

CORRESPONDANCE
Snowdonia National Park
Received an e-mail from the above together with guidance note on the planning system and asking the Council to take note of this when discussing planning applications. The Clerk had already forwarded this e-mail to Members.
Snowdonia National Park
Received a letter from the above informing the Council that a Public Consultation: Draft Supplementary Planning Guidance regarding the managing of dwellings as holiday homes (second homes and short-term holiday lets) is been held and any comments must be sent by the 14th of this month. The Clerk had already forwarded this e-mail to Members.
Ardudwy YFC
Received an e-mail from the above asking for a financial donation. It was agreed to donate £150 to them.
Eisteddfod Ardudwy
Received a letter from the above thanking the Council for the recent financial donation they received.
Gwynedd Council – Electroal Department
Received an e-mail from the above informing the Council that Gwynedd Council will be holding a community survey under sections 25 and 31 Local Government (Democratic) (Wales) Act 2013 and this involves considering changes to the boundaries of certain specific communities within Gwynedd and the wards of all communities. The report contains the Council’s draft proposals for changes, together with details of the review and a public consultation period on the draft proposals will take place between 28th of last month and 23rd of May this year. The Clerk had already forwarded this e-mail to Members.
North Wales Police
Received an e-mail from the Wales Police and Crime Commissioner (PCC) together with a copy of the Police and Crime Plan for North Wales for Council’s information. The Clerk had already forwarded this e-mail to Members.
Sian Gwenllian AS
Received a letter from the above thanking the Council for supporting her campaign to establish a Dental School in Bangor.
ANY OTHER MATTER
Wanted to know if Gwynedd Council or the hall committee is the owner of the nearby car park and it was made known that Gwynedd Council own it because they do the maintenance work on it and also have erected a sign “no overnight stays” there.
