The Clerk reported having discussed this matter with Mr. Rob Lewis and they agreed to explore different options on behalf of the Council. The Clerk noted that Mr. Rob Lewis intended to attend tonight’s meeting but unfortunately was unable to. He had sent copies of two different options for the Council to review. It was agreed to proceed with option 1.
HAL
It was reported that a meeting had been held between members of the above Board and representatives from Town and Community Councils of the area on the 27th of last month. Councillor Osian Edwards attended this meeting on behalf of this Council and reported that it had been very beneficial and that all six Council members agreed on how to proceed. The Clerk further reported having received an email from one of the Board Directors along with copies of profit accounts from the center for the last four months, some of which they hoped would join the Board soon, and also a draft copy of the business plan. The Clerk reported having forwarded this email to every Member. It was unanimously agreed after discussion to pay the Council’s contribution every six months rather than a single payment. The Clerk reported having received an email from one of the Board Directors asking if it would be possible for the Council to pay the monthly payment on the 28th of each month for the following month’s payment. Further email was received from the Board inviting one member of the Community Council to join the Board as an inactive member and also inviting one member to meet on the 29th of this month. The Clerk had informed them that this request would have to be discussed at the next meeting of the Council before no payment was made. The Clerk also reported having received an email from the Talsarnau Community Council regarding HAL accounts. The Clerk had sent both emails to the Members. It was agreed to pay the precept every month at this time instead of a full payment. After a detailed discussion, it was agreed that HAL accounts should be reviewed but to pay this month’s amount this month and to re-discuss the situation if no copy of the accounts and monthly report has been received before the next meeting of the Council. No one was willing to attend the meeting on the 29th of this month, nor to represent the Council as an inactive member of the Board.
Annual Report
The Clerk reported that it was now mandatory for the Council to publish an Annual Report for the financial year that has been and so I have prepared a copy of the Report for the Council for all members so that they can make comments on it if necessary. Agreed that this is correct.
