MINUTES
The minutes of the meeting held on October 15th 2025 were found to be correct.
MATTERS ARISING
Budget Plan
It was reported that the Council had spent £12,752.49 (which included bank charges) since the start of the new financial year and this was £962.78 less expenditure than what was earmarked in the budget for the year.
Cemetery Wall
The Clerk reported that the work of rebuilding the above wall had been completed and also that she had received an email from the owners of Tyn Llan asking how they were supposed to apply to the Council regarding compensation for the materials that had been damaged by the wall collapsing, and also revealing that they were looking at around £1,000 in costs. The Clerk further reported that she had looked into who is responsible for paying the costs of rebuilding the wall in question and that the Party Wall Act 1996 states that both parties are responsible for the costs.

TREASURER’S REPORT
The Treasurer reported that there was £21,371.89 in the bank, £5,795.49 in the reserve account .

The above payments were processesed by the Cllr Guy Slater and Cllr. Osian Edwards approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

CORRESPONDANCE
Gwynedd Council – Highways Department
A letter has been received from the above informing the Council that work to repair the top step of the caused way and to install a direction post is being carried out on public footpath number 13, Rhyd yr Eirin, during this month. The Clerk had already forwarded this to all Members.
Snowdonia National Park
Received an email from the above regarding an update on the review process of the Snowdonia Local Development Plan and asking whether it would be possible for an informal survey to be completed by residents of the Park in order for them to hear the views of local people on key planning policy issues in the area. The deadline for completing the survey is December 12th. The Clerk had already forwarded this to all Members.
Gwynedd Council – Environment Department
Received an email from a Cabinet Member of the above Department asking the Council whether it would be possible for them to take part in the consultation regarding a survey on the Gwynedd Council Waste Strategy by completing the survey by the 30th of this month. The Clerk had already forwarded this to all Members.
Gwynedd Council – Highways Department
A response has been received from the above stating that the concern regarding an accident that happened on Sarn Hir road has been referred to the Transport Unit in Caernarfon and that they will contact the Council directly. The Clerk reported that no response had been received from them.
Gwynedd Council – Environment Department
A letter along with attachments has been received from the above Department regarding the Consultation as the Council considers introducing a new comprehensive parking order and making changes to the fee structure for pay and display long-stay car parks (band 2 only), implementing £1.55 for 2 hours of parking, with a minimum payment of 4 hours, amounting to £3.85. After a discussion it was unanimously agreed to object to these changes and ask them to leave them as they are because the new charges would effect the buisness of the cafe and many local people who use the car park on a daily basis so as to go for a walk on the beach.
One Voice Wales
Received an email from the above notifying the Council that the annual general meeting of One Voice Wales will be held virtually on 21st January 2026 and that there is an invitation for only one Councillor to attend the meeting. They also requested the name of the attendee along with a substitute by 18th December. The Clerk had already forwarded this to all Members. Cllr. David John Roberts agreed to attend this meeting on behalf of the Council.
ANY OTHER MATTER
Wanted to thank Gwynedd Council for cutting back the ivy from Caersalem junction down towards the hall.
