Minutes of the meeting of Llanfair Community Council - 22/04/26

APOLOGIES

PRESENT
Cllrs. Guy Slater (Vice Chairman), Mair Thomas, Osian Edwards, Robert G. Owen, Eurig Hughes, David J. Roberts, Cllr. Annwen Hughes (Gwynedd Council).

In the absence of the Chairman the Chair was taken by the Vice Chairman.

MINUTES
The minutes of the meeting held on March 11th 2026 were found to be correct.

MATTERS ARISING
Budget Plan
It was reported that the Council had spent £18,523.17 (which included bank charges) since the start of the new financial year and this was £194.87 less expenditure than what was earmarked in the budget for the year.
The Clerk distributed copies of the Council’s budget plan for the year 2026/27 to every Member and they went through this plan. Everybody agreed to adopt this plan for the year ahead.

Annual Report of the Council
The Clerk reported that he had prepared the fourth annual report on behalf of the Council and had sent a copy to every Member in advance so that they could provide comments if necessary. It was agreed that this was acceptable.

Gwynedd Grant Scheme
Further to the email received by the above notifying the Council that a grant would be available to Community Councils through the Gwynedd City, Town, and Community Councils Support Fund 2026, additional information had been received and it was known that this Council would be able to receive a grant of up to £5,500 because they are a Council with a population of less than 1,000 residents. It was agreed to make an application so as to order new benches made from recycled material and to install them in place of those that need to be renewed.

Memorial Hall AGM
Cllrs Mair Thomas and Robert G. Owen reported that they attended the above meeting on the 25th of last month and that six others were present, and they had received reports from all the Officers. The financial fund is healthy, and they will carry out painting work during the month of August. All the Officers remain in their positions, and the next meeting will be held on the 1st of July.

PLANNING APPLICATIONS
None come to hand since last meeting.

TREASURER’S REPORT
The Treasurer reported that there was £18,853.92 in the bank, £5,836.90 in the reserve account .

Invoices needing payment since last meeting
BT £29.84 – hall Wi-Fi
Customs & Excise – £125.00 – tax on Cler’s wages
Mr. Arwel Thomas – £325.00 – cut cemetery grass
Mr. M. J. Kerr – £480.00 – opening grave re the late Mrs Eleri John
E. W. Owen & Co – £240.00 – complete P.A.Y.E on line
One Voice Wales – £133.00 – membership for the year

The above payments were processesed by the Cllr Eurig Hughes and Cllr. Guy Slater approved the payments and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.

Monies received since last meeting
Mr. M. Downey – £40.00 – rent hearse hut (April)

The Treasurer had already sent copies of the Council’s accounts for the year ending 31st March 2026 to every Member. The Members went through the accounts carefully and they all accepted the accounts.. It was agreed by everybody that the accounts book be signed by the Clerk and the Vice Chairman in the absence of the Chairman.

CORRESPONDANCE
Gwynedd Council – Highway Department
The Clerk reported that she had received an email along with pictures showing the work that had been carried out on public footpath number 38. The Clerk had already forwarded this to all Members.

Gwynedd Council – Environment Department
Received a letter from the above notifying the Council, that the road from Tyddyn Du to Bron y Garth, Pensarn, will be closed on the 30th of this month on the grounds of public health and safety due to pole replacement work. The Clerk had already forwarded this to the Members.

Gwynedd Council – Highway Department
Received a letter from the above notifying the Council, tree and vegetation cutting work will be carried out on Public Path number 53 during this month. The Clerk had already forwarded this to the Members.

GWYNEDD COUNCIL MATTERS
Cllr. Annwen Hughes reported that she had received a complaint about work that had been carried out to fill the holes in the car park in Llandanwg and she had visited the site, taken pictures, and sent them to Gwynedd Council, but so far had not received a response from them.

ANY OTHER MATTER
No Member had any other matters to discuss

It was agreed to hold the next Council on 3rd June 2026 at 7.30 p.m.
