MINUTES
The minutes of the meeting held on April 22nd 2026 were found to be correct.
MATTERS ARISING
Election of Officers for 26/27:-

Budget Plan
It was reported that the Council had spent £1,336.04 (which included bank charges) since the start of the new
financial year and this was £7,037.65 less expenditure than what was earmarked in the budget for the year.
Gwynedd Grant Scheme
The Clerk reported that she had almost finished completing the forms for the above grant but needed to include that
there were 5 public seats in the application and that a quote was needed to install a plinth under the seats. It was
agreed to include 7 public seats in the application and to install two places chosen by the hall committee.
PLANNING APPLICATIONS
Listed Building Consent for significant repair works, installation of a warm box for bats, creation of a new entrance
for bats, and associated minor alterations – Garth, Llanbedr (NP5/66/LB273B)
Support this application.
Construction of a new curtilage building for temporary use as a bat roost Garth, Llanbedr (NP5/66/273A)

TREASURER’S REPORT
The Treasurer reported that there was £29,419.52 in the bank, £5,836.90 in the reserve account .

Mr. Arwel Thomas – £400.00 – cut grass in cemetery and spray weeds, bramble etc

Clear Insurance – £741.74 – Council’s insurance for the year
The above payments were processesed by the Cllr Robert G. Owen and Cllr Russell Sharp approved the payments
and permission was granted to the Clerk/Treasurer to make payment on line or by cheque at the end of the meeting.
Monies received since last meeting
Gwynedd Council – £9,400.00 – half the precept
Mr. M. Downey – £40.00 – rent hearse hut (May)
Gwynedd Council – £1,426.64 – reimbursement car park fees
Pritchard a Griffiths – £995.00 – burial of the late Mrs Eleri John

The Treasurer reported that that the Internal Audit had been completed and there were no significant matters
arising apart from the following –
It is recommended that the Council take appropriate steps to mitigate the following risks:
Risk of losses or unauthorised payments when processing payments online i.e. no online dual authorisation for bank
transactions
The Treasurer reported that she had completed the Annual Return up to 31st March 2026, the Members went
through this return and agreed to approve it and it was also agreed that the Chairman and Clerk/Treasurer sign this
on behalf of the Council.

Gwynedd Council – Economic Department
Received an e-mail from the above Department regarding Formal notification of Gwynedd Council’s consultation on
the Gwynedd Visitor Levy Proposal and further details on the consultation can be seen here:

Consultation.aspx. The Clerk had already forwarded this e-mail to every Member.
GWYNEDD COUNCIL MATTERS
Cllr. Annwen Hughes reported that she had received a complaint that the ivy needed to be cut along the edge of the
road from the hall towards the entrance to Derlwyn housing estate. She had contacted Gwynedd Council regarding a
dog poop bin that had overflowed in Llandanwg car park and also that the new one by the entrance to the car park
had never been installed to replace the one that had broken.
Cllr. Gwynfor Owen reported the opinion of the Community Council Members was needed regarding placing a
picture of people walking along the edge of the road from Frondeg over to Hafod Wen. After discussion, the
Members agreed that this was not a good idea because it would encourage some to walk along this road which is not
suitable. He had received a request that 4 salt bins be placed in different locations from the school hill crossroads up
to Hen Gaeau, and the Members stated that the Community Council would be happy to order one salt bin and let
Gwynedd Council decide where to place it. He said he had received a complaint that some people are parking too far
up near the Caersalem crossroads. He asked the Community Council to send a message once again to Gwynedd
Council opposing how much some have to pay for parking at the Llandanwg car park and asking them to brng back
the option to pay for 1 hour parking.
ANY OTHER MATTER
Concerns were expressed about so much dog mess on the Maes in Llandanwg.
Concerns were also expressed that children have to walk on the road when leaving the CMC Pensarn site to go to Bryn Moel because of overgrowth on the side of the road.
The ivy along the side of the road from Bryn Aur over to Wern y Wylan needs to be cut back.
